Ir. Paul Chan has over 46 years of distinguished experience in building engineering services. 

He has consistently demonstrated technical mastery and leadership in delivering complex projects across diverse sectors. 

Since joining Wong & Ouyang (HK) Ltd. in 1986, Ir. Paul Chan has advanced through senior roles to Managing Director, overseeing design, contract administration, and project management for landmark developments in Hong Kong. 

His extensive portfolio spans across commercial, residential, institutional, and government projects, including the Hong Kong Convention and Exhibition Centre, Pacific Place, Langham Place, HK University Centennial Campus, and pioneering Modular Integrated Construction initiatives for universities and government headquarters. 

He is particularly recognized for his commitment to sustainability, having introduced innovative energy-efficient solutions such as radiant cooling systems to enhance building performance, occupant comfort, and indoor environmental quality. 

With a career defined by foresight, professionalism, and dedication to advancing the built environment, Mr. Chan continues to play a pivotal role in shaping Hong Kong’s architectural and engineering landscape through innovation, quality, and sustainable practices.

Ir LAI brings over 37 years of extensive experience in engineering and project management, spanning a wide range of disciplines and industry sectors.
He has developed deep specialisations in laboratory design, HVAC system design, energy studies, and indoor air quality (IAQ) auditing. Throughout his career, Ir LAI has led or contributed to projects across diverse sectors, including commercial developments, industrial facilities, institutional buildings, the Housing Authority, the Housing Society, projects in the People's Republic of China (PRC), as well as government and public sector works.
Over the years, Ir LAI and his dedicated team of HVAC engineers have successfully navigated numerous design challenges and technical constraints. Their problem-solving approach and technical expertise have consistently enabled them to deliver optimised designs that not only meet project requirements but also contribute significantly to achieving high-quality building outcomes and meaningful energy savings.
Backed by the full professional support of their team, the majority of projects under Ir LAI's leadership have been completed successfully, on time, and to the satisfaction of stakeholders. W. K. Szeto has over 24 years of experience in the building services industry.
He possesses extensive MEP design and project experience across commercial, hotel, office, residential, and institutional developments.
In addition to his consultancy background, he spent nearly 10 years working with a major developer as a Project Manager, where he was responsible for overseeing project delivery, coordination, and engineering management. He later advanced to become the Head of E&M for the developer, leading multidisciplinary teams and managing the full project lifecycle from planning to completion.
Over the years, the projects he managed and contributed to have achieved numerous international and local awards, reflecting his commitment to excellence, innovation, and quality in engineering design and project execution.

Eric has over 23 years of extensive experience from a broad range of building services engineering projects including research centers, laboratories, data centers, exhibition and conference centers, higher educational institutions, commercial complexes, and various projects in the Asia Pacific and Middle East regions, including Hong Kong, UAE, Thailand, Vietnam, Cambodia, Macau, and Mainland China.

Mr. CHAN has over 19 years of experience as a professional engineer specialist in M&E design, site inspection, project coordination, project management and contract administration of various type of projects such as various institutions, commercial buildings, hospitals, industrial buildings, public housings, hotels, A&A works, tunnels and MTRs etc.  With a master’s degree in Fire and Safety Engineering, Mr. CHAN has specialist knowledge of fire risk assessment in buildings, tunnels and MTR stations.  Having been employed by Hong Kong Fire Services Department for over 2 years as Building Services Inspection Officer, he is very familiar with Hong Kong’s fire services and safety regulations, and approval procedures.

Ms. WONG is an experienced building services engineering professional with over 18 years of consultancy expertise across Hong Kong and East Asia. She specializes in project management, electrical and ELV system design, lift and escalator works, and statutory submissions for a wide range of project types, including commercial, residential, institutional, industrial, infrastructure, and government developments.

Her career spans senior roles in leading engineering consultancies, where she has managed multidisciplinary project teams and delivered complex building services installations from design through construction and commissioning.

Max has over 23 years of experience in building services industry.  He has extensive deign for hotel, residential and commercial project in Hong Kong and Macau. As Senior Associate, Mr. max Wang is responsible for building services design, feasibility/design reports, ensuing compliance with local statutory requirements, project management/coordination, liaison with utility companies, preparation of tender documents, tender assessment, site management/ coordination and contract management.

Noel Lam brings over 20 years of specialized expertise in the building services industry to his role as Technical Director at Wong & Ouyang (Building Services) Ltd. A proven leader in MEP design and project management, he has a strong track record of steering complex commercial, institutional, and residential developments to success.
In his current capacity, Noel directs the end-to-end design, coordination, and delivery of critical building systems, including electrical, HVAC, fire service, plumbing, drainage, and vertical transportation.

Papko Lau has extensive experience in project management and MEP design, successfully leading projects from design through to completion across residential, commercial, and institutional developments. He is highly skilled in project planning, monitoring, administration, and effective collaboration with internal teams and external stakeholders to ensure statutory compliance and deliver exceptional client satisfaction.
He is recognized for his strong leadership, ability to manage multiple priorities effectively, and consistent dedication to delivering successful projects.

Tony has over 28 years of experience in M&E design and co-ordination with Client and project team, monitoring the project progress and statutory submissions for Plumbing and Drainage installation of various types of residential and commercial projects.
